Shree Krishna is the Supreme God and Kali is his Shakti or Supreme Energy. In many traditions Kali is considered as Krishna Sister (Yogmaya). In Shree Jagannath Puri Dham which is the most mysterious hindu pilgrimage in India where normal natural laws doesnt work, for example the flag at the top of Jaggannath Temple always floats opposite to the waves of wind, other example is daily thousands and sometimes lakhs of devotees used to eat Mahaprasad (the holy food of God) but it is famous that no one never goes hungry from the temple. No bird ever crosses the top of the Temple, The voice of the ocean can be clearly heard from outside the temple but inside there is pure peace and Joy. So in Puri Shree Jaggnnath is considered as Bhairav and Maa Vimala Devi (Form of Maa Kali) is his Bhairavi.
